“Within weeks of the passage of Section 3626 of the 1994 crime bill, the National Prison Project of the American Civil Liberties Union issued a memo, dated September 15, 1994, on how to ‘confront’ the provision. The memo mocked Congress for ‘taking a stand in favor of God, motherhood, and locking up criminals’ — three values which, apparently, the ACLU does not hold so dear.”
